The Board of BSCL is headed by the Chairman who is ex-officio Development Commissioner-cum-Additional Chief Secretary, Planning and Convergence Department, Government of Odisha. The SPV is spearheaded by Commissioner of Bhubaneswar Municipal Corporation, as the Managing Director and day to day operations & business affairs are handled by a full time Chief Executive Officer.
In addition, the projects of SPV is appraised through technical committees and an executive committee constituted for BSCL, having officials from stakeholder government departments and independent technical experts from industry. Also, these committees function and contribute towards integration and coordination between different departments during project implementations.
The SPV primarily has five major divisions, namely, (i) Engineering, (ii) Technology (iii) Administration (iv) Social Sector (v) Special Projects (vi) Company Affairs & Legal, and (vii) Finance. These divisions are managed by their division heads as listed below:
BSCL has partnered with more specialized consultants in the field of social innovations through the United National Population Fund; for environment protection through Feedback Foundation and for big data through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Additionally, BSCL through the Bhubaneswar Development Authority (BDA) has set up a Bhubaneswar Urban Knowledge Centre (BUKC) as a center for Child Friendly Smart City to work on social awareness, citizen’s connect, city wide urban planning and design, communication design, etc. BSCL has also partnered with International Finance Corporation (IFC) through BDA, for working on energy efficiency programs forming part of the Smart City Proposal of Bhubaneswar under Future Proofing module.
